I'm trying to download a rom but how come it keeps popping up as rar??? what's a rar for anyway???

You need to download WinRAR and unpack the .rar file, and the rom is inside it.
This is the same for EVERY SINGLE rom on THIS WEBSITE.
You need to learn how to do this.
